Govt gives more powers to BRO for roads along China border

NEW DELHI, Aug 20: Concerned over inordinate delays in the construction of strategic roads along the India-China border, the defence ministry has delegated more administrative and financial powers to the Border Roads Organisation (BRO) for the speedy completion of the projects.

The decision to give additional powers to BRO came months after the Comptroller and Auditor General also took strong objection to the long delays by the BRO in constructing 61 strategically important roads, with a total length of 3,409km, under the India-China Border Roads (ICBRs) project.

The defence ministry said in a statement on Sunday that it intended to bring transformational changes in the BRO to improve the pace of execution of work and to achieve the desired outcome according to the requirements of the Army.

Besides conferring additional administrative powers to the BRO, the government has enhanced the delegation of financial powers of up to Rs 100 crore to the BRO Director General for procurement of both indigenous and imported construction machinery and equipment, the ministry said.

Earlier, the DG had powers of only up to Rs 7.5 crore for procurement of indigenous equipment and Rs 3 crore for procurement of imported equipment.

The Defence Ministry has also approved policy guidelines to allow the BRO to engage big construction companies for taking up road projects on a turnkey basis.

The Ministry of Defence has decided to delegate administrative and financial powers to the BRO right up to the level of chief engineer and Task Force Commander, so as to avoid delays on account of references between the chief engineer and Director General of BRO and also between the Director General and the ministry, the statement said.

The decision to accord more powers to the BRO comes amid a face-off between the Armies of India and China at Dokalam in the India-Bhutan-China tri-junction.

Official sources said the Indian Army was unhappy over delays in the implementation of the India-China Border Roads and had requested the Defence Ministry to speed up the project, originally scheduled for completion in 2012.

The ministry said a chief engineer in BRO can now accord administrative approval for contracts of up to Rs 50 crore, the additional director general (ADG) can approve projects worth up to Rs 75 crore and the director general (DG) can take decisions on projects worth up to Rs 100 crore.

These projects can be implemented through departmental and contractual modes of execution.

Under earlier provisions, a chief engineer in the BRO could give administrative approval of works only up to Rs 10 crore, that too only for departmental work, whereas the ADG had powers to accord administrative approval only up to Rs 20 crore.

For contractual works, all administrative approvals were given by the DG, who had powers only up to Rs 50 crore.

With the intent to speed up the tendering process, the Defence Ministry has now enhanced the powers of the chief engineer for acceptance of bids with cost of contract up to Rs 100 crore and that of ADG for cost of contract up to Rs 300 crore. With this delegation, the entire tendering process including acceptance of bids would be completed at the level of the chief engineer/ADG for a majority of the contracts, the ministry said in the statement.

Earlier, a chief engineer had the power to accept the execution of contracts only up to Rs 10 crore, the ADG had powers of up to Rs 20 crore and all tenders beyond the limit had to be sent to the DG.

For carrying out a detailed project report (DPR), the ministry now has enhanced the powers of the chief engineer to accord administrative approval for outsourcing of consultancy services for up to Rs 2 crore and up to Rs 5 crore to the ADG.

In case of an emergent need for construction equipment, the DG has been given full powers for hiring up to three years and for chief engineers (project), powers have been enhanced from Rs 50 lakh to Rs 5 crore and the period of hiring has been enhanced from 6 months to one year, the ministry said.

Earlier, all cases of revision of norms of equipment had to be referred to the defence ministry. In a departure from the earlier policy, full powers in this regard have now been delegated to the DG.

The Ministry of Defence in consultation with the armed forces would identify the roads to be entrusted to the BRO and fix priorities by approving the Long Term Roll-On Works Plan and Annual Works Programme for the BRO. Thereafter, powers related to the execution of works have been delegated to be exercised by different levels within the BRO, it said.

To ensure accountability, software is being developed for an online monitoring of progress of works.

"It is expected that with the delegation of powers by the Ministry of Defence to the BRO, the pace of road construction in border areas would improve and the BRO would be able to complete ongoing/new projects in a compressed timelines, the ministry said. PTI

 

 

City police fails  its own deadlines in Migrik Lomi & Ojing Taying murder cases

ITANAGAR, Aug 20: The Capital Police is repeatedly failing its own deadline  to crack the Migrik Lomi murder case. The young woman was found murdered under mysterious circumstances on July 31 at her rented apartment in Lekhi village, Naharlagun.

Twenty days have passed in the said murder case but there is no new development and police is refusing to divulge any information saying it would hamper ongoing investigation.  Late Migrik Lomi was a student of Rajiv Gandhi University.

"So far we have not heard anything new. Police has only given us assurances stating that very soon culprit would be nabbed," rued a relative of late Migrik.

"We have faith in police team, however, by seeing the pace of investigation, our hope is diminishing," he added.  

Incidentally, when the news of gruesome murder of late Lomi was circulating on social media, Home Minister Kumar Waii along with SP Capital Complex Dr A Koan and SDPO Techi Henyir was addressing the media from his chamber in Civil Secretariat Itanagar, reassuring the citizens for an effective policing and maintaining law and order.

The Home department was already wadding through pool of criticism for its inability to crack late Ojing Taying death case, who succumbed to head injuries after he was allegedly assaulted by unidentified assailants near Niti Vihar tri-junction on June 10 night.

The two murder mystery remains chink in the armour of Capital Police as their efficiency in investigating the crime incident is under strict watch.  Also the two murder incidents have become a litmus test for the Capital Complex SP Dr. A Kaon to prove his efficiency, as the home department made lofty assurances to keep security in order.

The police department is repeatedly failing on its own deadlines and has failed to come up with significant lead so far in both the case.  On being inquired by this daily, SP Dr A Kaon informed that DNA samples are being sent for analyzing on late Migrik death case. However, SP refused to divulge detail information on the progress of murder case, saying it would hamper the investigation process.

 There was speculation that some influential people could be involved in the two murder case thereby slowing down the investigation but SP Capital Complex has denied any such knowledge.

After making little hue and cry demanding justice for two deceased persons, even the big organisations of respective communities are keeping mum and deceased family are still awaiting for justice.

"If Capital Police fails to solve these two gruesome murder cases, people will no longer have faith in police department," said another relative asking the police to expedite the investigation to nab the culprit.

At the rate concrete and wooden bridges are falling, the government should be extremely worried and inspired to make it better.

By now, heads should have rolled but yours truly is not sure if the state and central agencies are bothered and has learnt any lesson from bridge collapses in Tawang, East Kameng, West Siang, Upper Subansiri  and  under-construction BRO bridge over Diffo Nallah on Roing-Tezu road.

The recent one in Lower Dibang Valley should make the department as well as the Govt take note.

And to start with, the

govt has to fix responsibilities. The norm so far has been to hand out compensation to those killed and hurt by bridge collapses while engineers and contractors who have built these bridges continue to get their salaries uninterrupted. Technically, these irresponsible contractors and govern-ment engin-eers should not be on the pay roll of the government at all.  For each dead, these people should be tried for manslaughter.

Agreed Tawang,  Seppa and Desalin are far away places for the policy makers and engineers to bother but the bridge over Pachin river connecting Naharlagun and Itanagar is nearer to them and it's just a matter of time and another heavy monsoon before it falls. As of now, department has just put a signage with a warning that more than 20 MT is not allowed. Is that enough?

It is time, the engineers and contractors stop loo-king at these bridges as mo-ney machines and source of income.  

And for that to happen, government must act tough against its officers. These officers and contractors can't get away for free while playing with our lives.

The bridges are old and outdated and most of all, it is not maintained.  After a bridge is commissioned, it has to be   regularly repaired. Fund crunch should not be an excuse nor should greed and corruption.

Take responsibility to avoid tragedy.

There are not many bridges and if the govt is keen, lives can be saved and disasters avoided.

These days, we rarely build bridges using traditional knowledge so even the villagers are not educated on its longevity or know the quality of materials used. Atleast the govt. agencies know the number of bridges and the quality so perhaps the first thing is to make the villagers partners in upkeep of the public property.

 

 

GOM submits reports on Lower Siang issue

ITANAGAR, Aug 20: The Group of Ministers(GOM) headed by Food & Civil Supplies Minister Kamlung Mossang with PHE & WS Minister Bamang Felix and Minister Animal Husbandry & Veterinary Dr. Mohesh Chai as members constituted by the State Government to study the Lower Siang issue has submitted its report to the government on July 25.

The same was also submitted to the Chief Secretary by the Member Secretary of the GOM.

Chief Minister Pema Khandu while understanding the gravity of the issue has directed to place the report in the next cabinet meeting for an appropriate decision.

He stated that Government will make sincere effort to bring this matter to a closure soon while respecting the sentiments of all stakeholders. However, administrative convenience and ease of governance must be objectively assessed in the larger interest for operationalisation of the proposed district in particular and the state as a whole.

 

 

Banks stare at union strike on Tuesday

NEW DELHI, Aug 20: Services at public sector banks may take a hit on Tuesday as all unions under the aegis of UFBU have threatened to go on strike against the government's proposed consolidation move besides raising a host of other demands.

Most banks have already informed their customers that functioning of branches and offices will be impacted if the strike takes off.

Operations at private lenders like ICICI Bank, HDFC Bank, Axis Bank and Kotak Mahindra Bank are expected to be normal except delay in cheque clearances.

The United Forum of Bank Unions (UFBU) is an umbrella body of nine unions, including All India Bank Officers' Confederation (AIBOC), All India Bank Employees Association (AIBEA) and National Organisation of Bank Workers (NOBW).

"As the conciliation meeting before the Chief Labour Commissioner failed, unions are left with no other option but to go on strike.

There was no assurance from the government and the management of banks," AIBOC General Secretary D T Franco said.

All attempts to hammer out solutions to the demands raised by the unions bore no fruit and hence, UFBU decided to proceed with the proposed strike on August 22, he said.

Other demands include no write-off policy for non- performing assets (NPAs) of corporate loans, declaring wilful default of loans as criminal offence and implementation of recommendations of Parliamentary Committee on recovery of NPAs, AIBEA General Secretary C H Venkatchalam said.

He also suggested that banks should not pass on the burden of corporate NPAs on bank customers by hiking charges.

Venkatchalam said the government should abolish the Banks Board Bureau and ensure stringent measures to recover bad loans and accountability of top executives.

UFBU, which claims membership of nearly 10 lakh across banks, also requested the government for cost reimbursement of demonetisation to banks.

As many as 21 public sector banks control 75 per cent of the total business. PTI

 

 

 

AUPO donates Rs.1 lakh to Sumsing village fire victims

ITANAGAR, Aug 20: The Adiland Upright Peoples' Organisation (AUPO) reached out to help the fire victims of Sumsing village on Sunday and provided Rs. 1 Lakh to them.

AUPO Chairman Vijay Taram handed over the amount to ASM Orik Paron and Gaon Bura Secretary Onyong Paron of Sumsing village.

Taram interacted with the villagers and gave advice on reducing the risk of house fire and various fire safety measures. He advised the villagers to take utmost care while handling fire and construct houses keeping a minimum gap of 10 mt. between two houses. He also suggested them to use tin roof instead of toko patta and cane leaves.

AUPO President Jacob Paron advised the villagers to stop opium cultivation and take up cash crops like ginger and large cardamom cultivation.

AUPO had provided Rs 44,000 to Kerang village fire victims and 20,000 to recent flood affected people of Lakhimpur, Assam. It also provided Rs 50,000 Namsai flood affected people in 2016.

 

 

 

Science & technology key to development, says Bamang Mangha

KIMIN, Aug 20: The development of any community, society, state and country depends on proper implementation of science and technology, said Bamang Mangha Chairman of Science & Technology department.

Mangha said this on Sunday while addressing the valedictory function of two days awareness cum communication programme on science and technology at Kimin. He said a team of professors along with officials of his department have successfully completed the awareness programmes in various district of state.

He also appealed everyone especially to parents and students to plant one tree a week and organize social service on every Saturday to keep environment healthy.

More than 500 students from VKV, KV, Government Higher Secondary School and scholars of science & technology took part in the two days awareness programme. Various literary, painting and writing competitions was organized. Power point presentation and documentary show on science related subjects were also part of the programme.

 

 

 

Grant of bail to accused driver opposed

DAPORIJO, Aug 20: Tamu Tadu Welfare Society (TTWS) has opposed the granting of bail to the driver and early release of the vehicle that met with an accident on August 6 killing one Raju Doyom on the spot.

The society stated that the family members of the deceased were still in a state of shock and a tense situation was prevailing after his death. Under such circumstances, the accused should not be granted bail until the situation calm down, the TTWS appealed to the Superintendent of Police.

Raju died after he was hit by a dumper truck while riding a Scooty at Gandhi Market on August 6. Later, the driver was arrested and dumper seized by police.

 

 

 

CMFCS beneficial to poor cancer patients

ITANAGAR, Aug 20: Amidst  various  state Govt  flagship  programs under  the initiative of Chief Minister Pema Khandu,  the 'Chief Minister's Free Chemotherapy Scheme (CMFCS) for cancer patients is turning  into beneficial scheme  for the  cancer patients especially for underprivileged denizens who  cannot   afford  the  health care outside the state.

As per  the record  of  Tertiary Cancer Center (TCC) in  Tomo Riba Institute of  Health  & Medical  Sciences (TRIHMS), within  third  week of the  launching of CMFCS,

 at least  72  people  have registered themselves   to avail  the  benefits of free chemotherapy so far. Besides,  39 people have  also  registered for Radiation therapy  and 18  people   are undergoing routine therapy every day.

'It is a wonderful blessing for us.  Thanks to Chief Minister Pema Khandu for such a noble initiative, otherwise it would have been impossible for us to travel outside and avail such costly medicines" said a 65-year-old Licha Temi who was in TCC day care center.

Another patient Tasso Morchi in his 30's  appreciated the  state government for launching such beneficial scheme, however he requested the authority to provide all medicine as there are some medicines which are still not available in the center.

Nodal Officer of  TCC, Dr Sam Tsering  said with launching of CMFCS many patients who cannot afford expensive treatment could get free chemo in its own state hospital. "CMFCS has brought immeasurable relief to the people, who sometime sell off their property for treatment"  Dr Tsering said. "Now any APST person can avail free chemotherapy up to Rs 10 lakhs in a year that too in the premises of TRIMS, they all need to do is to provide identification proof, ST certificate and two passport photo" he added.

Nodal officer further informed that all the cancer treatment facilities like Radiation, Surgery and Chemo are now available in the TCC, Naharlagun and patients need not to go outside the state for treatment.

Recently the state government has inked MoU with Tata Memorial Cancer Institute for branded and quality medicines of worth up to Rs 3 crores. Medicine worth ninety lakhs has already been purchased and made available in the TCC, he added.

However, Dr. Tsering disclosed due to limited beds in the daycare center, the patients have to wait outside the center for their chemo and other treatments.  "The government is mooting over to upgrade TCC into Regional  Cancer Treatment Center  and  till the finalization of the proposed master plan, the government should consider to add another floor so that problem of congestion and other technical  system could be solved" he added.

Ex-CM visits Goverdhan-based ashram

Mathura, Aug 20:  Former Arunachal Pradesh chief minister Gegong Apang today claimed that farmers in his state were provided maximum relief during his government in the event of natural calamities.

"When I was the chief minister of Arunachal Pradesh, besides cash, the farmers were provided free ration, salt and other facilities, in case crops were hit by natural calamity," he told reporters at a Goverdhan-based ashram.

If the farmer progresses, the state will also develop, Apang said.

He said that he was aware of the problems a farmer faces, since he himself is a farmer.

The former chief minister also narrated, the work done by his organisations Donyi Polo Mission, in the field of education since 1977.

"I don't want any financial assistance from state or Centre for running societies, since government officers and politicians are not in the wavelength," he said. PTI

 

 

 

PM, Shah to meet CMs of BJP-ruled states today

NEW DELHI, Aug 20: Prime Minister Narendra Modi and BJP chief Amit Shah will meet chief ministers and deputy chief ministers of all party ruled states tomorrow to take stock of development and social welfare work being done.

Besides 13 chief ministers and six deputy chief ministers, a few cabinet ministers are also likely to attend the meeting, according to sources in the party.

This will be Modi's third meeting with the chief ministers after the BJP swept to power in 2014, but the first such exercise since it formed a government in Bihar by joining hands with the JD(U).

The discussions in the meeting are expected to revolve around implementation of the Centre's flagship schemes in the states and development works being done there, they said.

The meeting is being organised just days after Shah unfolded the blue print for 2019 elections, which may also feature in the discussions.

Shah had asked party leaders to focus on about 120 winnable seats which party lost in 2014 elections and is aiming for more than 350 in the next general elections.

The chief ministers are likely to give presentations of schemes and models undertaken by their respective governments at the meet. PTI

 

 

MLA asks officials to discharge duty without fear or favour

KAMBA, Aug 20: Local MLA and Parliamentary Secretary, Sports and Youth Affairs, Nyamar Karbak asked the departmental heads and officials to discharge duty without any fear or favour and said that disciplinary action will be initiated against non-performing officials.

Addressing the Head of Departments and officials in a coordination meeting here on Sunday to review development activities, the local MLA asked Yomcha and Kamba ADCs and Liromoba EAC to initiate disciplinary against those officers and officials, whoever is found to be negligent in their duty and inform any dereliction of duty by any official to the higher authority for necessary taking action.

He asked all the government employees to stay in their respective places of postings for public convenience.

Stating that there should not be any compromise on quality of work, Karbak asked the officials to monitor all the sanctioned schemes properly and work sincerely for all round development of the area.

Karbak instructed all departmental heads of his constituency to adopt one village and organize awareness camps on education, health, cleanliness and various welfare schemes of government to rural populace so that needy people can get benefit of it.

Later, the MLA assured to take up all the matters and grievances placed before him by the officials with the government.

Earlier, the HoDs highlighted the various problems and challenges faced by them in implementation of various projects sanctioned under SADA, RIDF, NEC, RE, PMGSY etc.

ADC Yomcha Rujum Raksap said that there was an urgent need of doctors at CHC Yomcha, vehicles for Yomcha Police Station Yomcha and ADC office.

ADC Kamba Swetika Sachan apprised the local MLA about the need of immediate repairing of the boys' hostel of GHSS Kamba, construction of new toilet for the school and hostel, electrical re-wiring of the school, new water connection for both boys and girls' hostels, non availability of textbooks and immediate posting of a doctor in CHC Kamba.

She also apprised the MLA about the need of construction of type-IV quarter for EAC and CO Kamba. The ADC also urged the MLA to take up matter with competent authority for providing vehicles for EAC and CO posted in Kamba ADC headquarters and new vehicle for Kamba Police Station.

CO Darak Sarah E Borang informed that almost all the schools of the circle were lying in dilapidated condition, which needs urgent renovation/maintenance. The CO also urged the MLA for immediate establishment of a police out post to maintain law and order.

EAC Liromoba Ejum Angu informed about lack of government quarters in Liromoba circle causing great accommodation problem to the employees. He also appealed to the MLA to improve the telephone and electricity supply in the area.

The CDPO Kamba-Darak apprised the MLA about the need of office chamber and said that Government has not yet provided basic requirements since creation of the CDPO Section.

The HoDs of PWD, RWD, PHED and Power also placed their grievances before the MLA.

Tadam Nguki of Milkyway was declared man of the match.

The man of the match award went to Lishi Dok, the goalkeeper of BMS.

Birth anniversary of former PM Rajiv Gandhi celebrated

ITANAGAR, Aug 20: The Arunachal Pradesh Youth Congress (APYC) in collaboration with the Arunachal Pradesh Congress Committee (APCC) celebrated the 73rd birth anniversary of former Prime Minister and a recipient of Bharat Ratna, Rajiv Gandhi as Sadbhavana Diwas at Rajiv Gandhi Bhawan here on Sunday.

Speaking on the occasion, APCC President, Takam Sanjoy dwelt at length on the contributions of Rajiv Gandhi as a dynamic and visionary Prime Minister in nation building.  Stating that Gandhi had led the Non-Aligned Movement (NAM), Sanjoy said the Congress will continue to follow the principle of non-violence.

Describing Rajiv Gandhi as a symbol of national unity and integrity, he urged the party workers and the people of the state to remember the contributions of Rajiv Gandhi and Congress party. It was Rajiv Gandhi who gave the full fledge statehood, he said.  Sanjoy also urged the party workers including youths to maintain discipline and loyalty to face the challenges before the party.

In her address, All India Mahila Congress general secretary, Jarjum Ete termed Rajiv Gandhi as worldwide acclaimed statesman and a true leader of the mass. She called upon the youths to follow the path of harmony shown by Rajiv Gandhi.

Former Chief Minister  and present MLA Nabam Tuki  while recalling his close association with Rajiv Gandhi,  spoke on the contributions of Rajiv Gandhi to the nation and particularly to Arunachal Pradesh. He exhorted the party workers to take responsibility of nation building and remain united.

APYC in collaboration with Arunachal Voluntary Blood Donors Association (Arunachal unit of Vivekananda Yuva Shakti) also organized a blood donation camp to mark the birth anniversary of former Prime Minister Rajiv Gandhi. Arunachal celebrates World Honey Bee Day

ITANAGAR, Aug 20: Arunachal Pradesh Bee & Honey Mission (ABHM) under the Aegis of Department of Agriculture celebrated the World Honey Day along with the rest of the world on August 19.

Previously known as Honey Bee Awareness Day, the World Honey Bee Day is celebrated on every third Saturday of August.  

The concept of the World Honey Bee day is to bring together beekeepers, bee associations, as well as other interested groups to connect with the communities to advance beekeeping, and encourage bee associations, individuals, and other groups to get involved in bee rearing activities.

Speaking on the occasion, Mission Director (ABHM) T D Neeckom highlighted the activities of the ABHM since its inception and also elaborated the conceptualization of mission by Late Setong Sena, then Minister Agriculture.

The CEO of KVIB elaborated importance of bee and its contribution to crop production.

Bee keepers of the state, especially the farmers from ABHM focus district East Siang, Papum Pare and Changlang participated under the banner of District Bee Keepers Federation.

A small interactive session was also held between the bee keepers and subject maters specialists.  

Anong Lego, Director Agriculture, DGM NABARD, Officials from Sericulture Department, KVK Karsingsa and Directorate of Agriculture attended the celebration.

The Krishi Vigyan Kendra (KVK) Lower Subansiri district on Saturday celebrated the World Honey Bee Day at Lempia village with the objective of creating awareness among farmers about role and benefit of honey bee.

Subject matter specialists Yowa Nunu, Dr. S.K Chaturvedi, Hage Munth and Hage Manty imparted knowledge to the participants. They held interaction with farmer and discussed the problems affecting them. Altogether 61 farmers participated in the programme.  The Panchayat leaders of village also joined the celebration.

 

 

Fingerlings released

PASIGHAT, Aug 20: An awareness programme on technology and conservation of Fish Biodiversity & River Ranching was organized on Saturday at Remi River near Mirem and Miglung villages under Bilat circle.

Total of 25000 numbers of fingerlings were released in the river by 37th Pasighat West MLA cum Parliamentary Secretary for Agriculture and Fisheries Tatung Jamoh in the presence of DFDO Obuk Mize, PRI leaders, GBs and public.

While speaking on the occasion, Jamoh appealed all the participants to stop indiscriminate method of fishing like poisoning and electrocution so as to prevent further decline of indigenous fish species in the natural water bodies. He narrated the participants about the importance of fisheries from the economic point of view. Jamoh further added that fish farming will become a major source of livelihood for the rural populace in future.

DFDO, Pasighat Obuk Mize highlighted the ill effects of indiscriminate fishing and urged the village council, PRI members, GBs, Senior citizens and participants to refrain from such irresponsible fishing. More than 250 participants including PRI members, GBs, progressive fish farmers and senior citizen of Mirem village attended the awareness programme.

 

 

Dr. Tadang Minu first woman from state to be awarded PhD in Physical Education

ITANAGAR, Aug 20: The Visva Bharati Santiniketan, West Bengal awarded the degree of Doctor of Philosophy (PhD) in Physical Education to Dr. Tadang Minu.

She is the first women and second from Arunachal Pradesh after Dr. Anil Mili to receive the PhD degree in the field of Physical Education.

She is the daughter of Tadang Takia and late Tadang Yajit of interior Bogu village under Tali Circle of Kra Daadi district.

She went to Govt. Primary School Ganga and Govt. Hr, Sec. School Itanager and did her graduation from Dera Natung Govt. Collage Itanager and Masters Degree from Guru Nanak Dev University, Amritsar Punjab.

She also studied at Netaji Subhas National Institute of Sports, Eastern Center Kolkata and served in Lakshmibai National Institute of Physical Education, one of best institutes in Asia in the field of Physical Education, for 5 Years.

She started her career as boxer and represented the state in many national level competitions.

She also had a chance to fights against World Champion M.C Mary Kom. Presently, she is working at Rajiv Gandhi University as Assistant Professor in the Department of Physical Education.

Railway accident on rise

Every time there is a train accident, the question of ‘safety’ in Indian railways is expected to arise. The recent train accident in Uttar Pradesh near Muzaffarnagar have again set off a debate on the issue of railway safety in our country. The conspiracy theory of derailment by terrorist leading to accident is overshadowing the failures of Indian railways. In the last three year several major rail accidents have killed hundreds of people across India. The Times of India reported that 50% of train accidents in most recent years have been because of derailments, of which 29% were brought about by track defects. Against this background, it’s far-fetched for a government to publicise the introduction of Bullet and Maglev trains without tending to the ‘essentials’, for example, security and safety issues, first.

Indian Railways currently utilise ICF (Integral Coach Factory) coaches for all of their trains barring a few exceptions. ICF coaches have a long history of squashing into each other, when crashes occur. The Indian railways need crucial measures, for example, ensuring independent and regular audits of railway safety and the changing of all the old ICF coaches to modern LHB (Link Holfmann Busch) coaches (which are currently used in the Rajdhani, Shatabdi and Duronto rakes) – as proposed by the Anil Kakodkar board in 2012. Out of the 106 proposals suggested by board, the railway ministry had acknowledged 69 recommendations and 19 others partially. Be that as it may, work has begun on just 22 of these proposals in the most recent five years. The board of trustees was constituted in 2012 and the suggestions were to be implemented in five years. This exposes the lack of intent on the part of the government to improve the rail safety. Also so far no concrete action has been taken against any officials for the negligence. Everyone will forget about accident after some days and then everything will be back to square one.

Rationalization of teachers

Dear Editor,

It has been rightly pointed out that recent rationalization of teachers was influenced by nepotism. In fact it was just eyewash. Govt. tried to show that she is very serious about education scenario of the state.  But only few schools were targeted for rationalization. In rest of school/areas transfer was made randomly. Whereas   government had stated earlier that transfer will be on the basis of length of service of teachers in the school.

As for example here, I would like to inform all the readers  that  only around  38-40 SSA teachers were transferred in entire Lower Subansiri district. No regular teacher has been transferred yet. Most of these transferred teachers are those who were in  the school for last 5-6 years only. Whereas those teachers  who are in the particular school since their first appointment and  for last 10-12 years have not been affected by rationalization. In middle and secondary schools of Ziro-I block, there are many  SSA and regular teacher who are  in particular school for last one decade or more. Atleast, they should have been transferred within a  block level for a change.

Like Ziro- I block, same is the story of other areas of the state.

Now public/parents are talking that actually government was never interested /serious in improving the condition of education sector of the state . Government was just seeking some excuse in the name of  rationalization of teachers to target their opponent.

As government is not serous in rationalization of teachers , we appeal to student union  like APPSU, Apatani Student Union (ASU) etc to raise issue with competent  and concerned  authority.

What’s happening?

Dear Editor,

Everybody knows that in Arunachal Pradesh crime seems to be increasing day by day. I want to ask all the cops of Arunachal Pradesh what’s going on. What’s happening? Many girls are too scared to walk alone on roadside. I am also one of them.

Because of fear of crime, we don’t feel safe at all especially, increasing crimes on girls.

Please provide freedom and security to all girls because every girl must have freedom to live unafraid.

So I request the concerned police authority to wake up from their long slumber and pull their socks up. Please increase night patrolling not only for heinous crimes but also common nuisance of gang of guys in every nook and corner having their good time.

Human resources has turned into  liability

This refers to Dhurjati Mukherjee's article, "Rising unemployment" (Features, August 9, 2017). The employment to population ratio is a clear indicator of what is the general outcome of much hyped disinvestment policy that has become both UPA and NDA governments' talisman since 1991. While employment to population ratio was 58.6 per cent in 1994, it has, alarmingly, come down to 52.2 per cent in 2013. This lopsided liberalization policy has turned India's huge human resources into a liability.

Creation of Indigenous Faith and Cultural Affairs

Dear Editor,

Recent cabinet approval for creation of a Department of Indigenous Faith and Cultural Affairs has been well received by people of all communities and faiths. It will go a long way in preservation, promotion and protection of rich cultural heritages of the tribes of Arunachal Pradesh.

Pema Khandu led cabinet deserves applauses and special gratitude from the autochthons of the state whose indigenous beliefs, faiths, practices, customes and tastes and attitudes and outlooks latent in them since the primeval times are at the brink of disappearance.

However, the government need some serious thoughts over the functional structure and recruitment processes of the department and its cadres from the beginning itself or else the ideals underlying the noble objective of creating such organizational setups would be defeated owing policy defects. It should be marked by ability, long term vision and purpose keeping in mind the technical nature of the department and a state of as diverse as ours symbolized by plurality of its culture and vast heterogeneous tribal communities.

Culture, to be precise could be understood as a sense of ultimate values possessed by a particular society as expressed in its collective institutions, by its individual members in their dispositions, feelings, altitudes and manners as well as in significant forms which they give to material objects.

It shouldn't be confused with just songs, dramas and theatrical performance which a particular department of the state and the commoners sought to assume and understand. Material culture component consists of man made objects and physical substances which has been changed and used by man while non-material culture consists of the words people use or the language they speak, the beliefs they hold, values and virtues they cherish, habits they follow, rituals and practices they do and ceremonies they observe.

Religion and its beliefs, practices and faith in its wider sense is the very soul of culture and religion as the inner realisation of the highest truth and spiritual consciousness can never be opposed to culture. Again culture is learnt, its social, is shared, continuous and cumulative, consistent and integrated, dynamic and adaptive.

Significantly, culture is the treasury of knowledge as it provides all which is essential for physical, social and intellectual existence of man. And Language, which is considered as wheel of culture helps not only the transmission of knowledge from generation to generation but also its preservation, accumulation and diffusion.

All the indigenous faiths, beliefs, practices and goals found among the primitive religion and cultures of Arunachal tribes are conventional or customary in nature. They could play an important role in the development agenda of the state.

It would be, therefore more befitting and farsightedness if the mandate of this new department emphasizes on inclusive and long term policy and planning frameworks of preservation and conservation of all forms of art & culture through research, seminars, conference, symposium, workshops, festivals, discourses, exhibitions, production of dance, drama, music and performing arts and promotion of cultural and monumental heritage, arts letters, antiquities, artifacts and other creative endeavours.

And preferably only highly qualified and really deserving candidates with master’s degree in Anthropology, Sociology, Linguistics and Tribal Studies may be considered for absorption to the positions and cadres against sanctioned posts for the new department.
