Govt gives more powers to BRO for roads along China border

The defence ministry said in a statement on Sunday that it intended to bring transformational changes in the BRO to improve the pace of execution of work and to achieve the desired outcome according to the requirements of the Army.
Besides conferring additional administrative powers to the BRO, the government has enhanced the delegation of financial powers of up to Rs 100 crore to the BRO Director General for procurement of both indigenous and imported construction machinery and equipment, the ministry said.
Earlier, the DG had powers of only up to Rs 7.5 crore for procurement of indigenous equipment and Rs 3 crore for procurement of imported equipment.
The Defence Ministry has also approved policy guidelines to allow the BRO to engage big construction companies for taking up road projects on a turnkey basis.
The Ministry of Defence has decided to delegate administrative and financial powers to the BRO right up to the level of chief engineer and Task Force Commander, so as to avoid delays on account of references between the chief engineer and Director General of BRO and also between the Director General and the ministry, the statement said.

The ministry said a chief engineer in BRO can now accord administrative approval for contracts of up to Rs 50 crore, the additional director general (ADG) can approve projects worth up to Rs 75 crore and the director general (DG) can take decisions on projects worth up to Rs 100 crore.
These projects can be implemented through departmental and contractual modes of execution.
Under earlier provisions, a chief engineer in the BRO could give administrative approval of works only up to Rs 10 crore, that too only for departmental work, whereas the ADG had powers to accord administrative approval only up to Rs 20 crore.
For contractual works, all administrative approvals were given by the DG, who had powers only up to Rs 50 crore.
With the intent to speed up the tendering process, the Defence Ministry has now enhanced the powers of the chief engineer for acceptance of bids with cost of contract up to Rs 100 crore and that of ADG for cost of contract up to Rs 300 crore. With this delegation, the entire tendering process including acceptance of bids would be completed at the level of the chief engineer/ADG for a majority of the contracts, the ministry said in the statement.
Earlier, a chief engineer had the power to accept the execution of contracts only up to Rs 10 crore, the ADG had powers of up to Rs 20 crore and all tenders beyond the limit had to be sent to the DG.
For carrying out a detailed project report (DPR), the ministry now has enhanced the powers of the chief engineer to accord administrative approval for outsourcing of consultancy services for up to Rs 2 crore and up to Rs 5 crore to the ADG.
In case of an emergent need for construction equipment, the DG has been given full powers for hiring up to three years and for chief engineers (project), powers have been enhanced from Rs 50 lakh to Rs 5 crore and the period of hiring has been enhanced from 6 months to one year, the ministry said.
Earlier, all cases of revision of norms of equipment had to be referred to the defence ministry. In a departure from the earlier policy, full powers in this regard have now been delegated to the DG.

City police fails its own deadlines in Migrik Lomi & Ojing Taying murder cases

ITANAGAR, Aug 20: The Capital Police is repeatedly failing its own deadline to crack the Migrik Lomi murder case. The young woman was found murdered under mysterious circumstances on July 31 at her rented apartment in Lekhi village, Naharlagun.
Twenty days have passed in the said murder case but there is no new development and police is refusing to divulge any information saying it would hamper ongoing investigation. Late Migrik Lomi was a student of Rajiv Gandhi University.
"So far we have not heard anything new. Police has only given us assurances stating that very soon culprit would be nabbed," rued a relative of late Migrik.
"We have faith in police team, however, by seeing the pace of investigation, our hope is diminishing," he added.

The two murder mystery remains chink in the armour of Capital Police as their efficiency in investigating the crime incident is under strict watch. Also the two murder incidents have become a litmus test for the Capital Complex SP Dr. A Kaon to prove his efficiency, as the home department made lofty assurances to keep security in order.
The police department is repeatedly failing on its own deadlines and has failed to come up with significant lead so far in both the case. On being inquired by this daily, SP Dr A Kaon informed that DNA samples are being sent for analyzing on late Migrik death case. However, SP refused to divulge detail information on the progress of murder case, saying it would hamper the investigation process.
There was speculation that some influential people could be involved in the two murder case thereby slowing down the investigation but SP Capital Complex has denied any such knowledge.
After making little hue and cry demanding justice for two deceased persons, even the big organisations of respective communities are keeping mum and deceased family are still awaiting for justice.
"If Capital Police fails to solve these two gruesome murder cases, people will no longer have faith in police department," said another relative asking the police to expedite the investigation to nab the culprit.

These days, we rarely build bridges using traditional knowledge so even the villagers are not educated on its longevity or know the quality of materials used. Atleast the govt. agencies know the number of bridges and the quality so perhaps the first thing is to make the villagers partners in upkeep of the public property.
GOM submits reports on Lower Siang issue
ITANAGAR, Aug 20: The Group of Ministers(GOM) headed by Food & Civil Supplies Minister Kamlung Mossang with PHE & WS Minister Bamang Felix and Minister Animal Husbandry & Veterinary Dr. Mohesh Chai as members constituted by the State Government to study the Lower Siang issue has submitted its report to the government on July 25.
The same was also submitted to the Chief Secretary by the Member Secretary of the GOM.
Chief Minister Pema Khandu while understanding the gravity of the issue has directed to place the report in the next cabinet meeting for an appropriate decision.
He stated that Government will make sincere effort to bring this matter to a closure soon while respecting the sentiments of all stakeholders. However, administrative convenience and ease of governance must be objectively assessed in the larger interest for operationalisation of the proposed district in particular and the state as a whole.
Banks stare at union strike on Tuesday
NEW DELHI, Aug 20: Services at public sector banks may take a hit on Tuesday as all unions under the aegis of UFBU have threatened to go on strike against the government's proposed consolidation move besides raising a host of other demands.
Most banks have already informed their customers that functioning of branches and offices will be impacted if the strike takes off.
Operations at private lenders like ICICI Bank, HDFC Bank, Axis Bank and Kotak Mahindra Bank are expected to be normal except delay in cheque clearances.
The United Forum of Bank Unions (UFBU) is an umbrella body of nine unions, including All India Bank Officers' Confederation (AIBOC), All India Bank Employees Association (AIBEA) and National Organisation of Bank Workers (NOBW).
"As the conciliation meeting before the Chief Labour Commissioner failed, unions are left with no other option but to go on strike.
There was no assurance from the government and the management of banks," AIBOC General Secretary D T Franco said.
All attempts to hammer out solutions to the demands raised by the unions bore no fruit and hence, UFBU decided to proceed with the proposed strike on August 22, he said.

AUPO donates Rs.1 lakh to Sumsing village fire victims
ITANAGAR, Aug 20: The Adiland Upright Peoples' Organisation (AUPO) reached out to help the fire victims of Sumsing village on Sunday and provided Rs. 1 Lakh to them.
AUPO Chairman Vijay Taram handed over the amount to ASM Orik Paron and Gaon Bura Secretary Onyong Paron of Sumsing village.
Taram interacted with the villagers and gave advice on reducing the risk of house fire and various fire safety measures. He advised the villagers to take utmost care while handling fire and construct houses keeping a minimum gap of 10 mt. between two houses. He also suggested them to use tin roof instead of toko patta and cane leaves.
AUPO President Jacob Paron advised the villagers to stop opium cultivation and take up cash crops like ginger and large cardamom cultivation.
AUPO had provided Rs 44,000 to Kerang village fire victims and 20,000 to recent flood affected people of Lakhimpur, Assam. It also provided Rs 50,000 Namsai flood affected people in 2016.

Mangha said this on Sunday while addressing the valedictory function of two days awareness cum communication programme on science and technology at Kimin. He said a team of professors along with officials of his department have successfully completed the awareness programmes in various district of state.
He also appealed everyone especially to parents and students to plant one tree a week and organize social service on every Saturday to keep environment healthy.
More than 500 students from VKV, KV, Government Higher Secondary School and scholars of science & technology took part in the two days awareness programme. Various literary, painting and writing competitions was organized. Power point presentation and documentary show on science related subjects were also part of the programme.
Grant of bail to accused driver opposed

DAPORIJO, Aug 20: Tamu Tadu Welfare Society (TTWS) has opposed the granting of bail to the driver and early release of the vehicle that met with an accident on August 6 killing one Raju Doyom on the spot.
The society stated that the family members of the deceased were still in a state of shock and a tense situation was prevailing after his death. Under such circumstances, the accused should not be granted bail until the situation calm down, the TTWS appealed to the Superintendent of Police.
Raju died after he was hit by a dumper truck while riding a Scooty at Gandhi Market on August 6. Later, the driver was arrested and dumper seized by police.
CMFCS beneficial to poor cancer patients

ITANAGAR, Aug 20: Amidst various state Govt flagship programs under the initiative of Chief Minister Pema Khandu, the 'Chief Minister's Free Chemotherapy Scheme (CMFCS) for cancer patients is turning into beneficial scheme for the cancer patients especially for underprivileged denizens who cannot afford the health care outside the state.
As per the record of Tertiary Cancer Center (TCC) in Tomo Riba Institute of Health & Medical Sciences (TRIHMS), within third week of the launching of CMFCS,
at least 72 people have registered themselves to avail the benefits of free chemotherapy so far. Besides, 39 people have also registered for Radiation therapy and 18 people are undergoing routine therapy every day.

Nodal Officer of TCC, Dr Sam Tsering said with launching of CMFCS many patients who cannot afford expensive treatment could get free chemo in its own state hospital. "CMFCS has brought immeasurable relief to the people, who sometime sell off their property for treatment" Dr Tsering said. "Now any APST person can avail free chemotherapy up to Rs 10 lakhs in a year that too in the premises of TRIMS, they all need to do is to provide identification proof, ST certificate and two passport photo" he added.
Nodal officer further informed that all the cancer treatment facilities like Radiation, Surgery and Chemo are now available in the TCC, Naharlagun and patients need not to go outside the state for treatment.
Recently the state government has inked MoU with Tata Memorial Cancer Institute for branded and quality medicines of worth up to Rs 3 crores. Medicine worth ninety lakhs has already been purchased and made available in the TCC, he added.
However, Dr. Tsering disclosed due to limited beds in the daycare center, the patients have to wait outside the center for their chemo and other treatments. "The government is mooting over to upgrade TCC into Regional Cancer Treatment Center and till the finalization of the proposed master plan, the government should consider to add another floor so that problem of congestion and other technical system could be solved" he added.

PM, Shah to meet CMs of BJP-
NEW DELHI, Aug 20: Prime Minister Narendra Modi and BJP chief Amit Shah will meet chief ministers and deputy chief ministers of all party ruled states tomorrow to take stock of development and social welfare work being done.
Besides 13 chief ministers and six deputy chief ministers, a few cabinet ministers are also likely to attend the meeting, according to sources in the party.
This will be Modi's third meeting with the chief ministers after the BJP swept to power in 2014, but the first such exercise since it formed a government in Bihar by joining hands with the JD(U).
The discussions in the meeting are expected to revolve around implementation of the Centre's flagship schemes in the states and development works being done there, they said.
The meeting is being organised just days after Shah unfolded the blue print for 2019 elections, which may also feature in the discussions.
Shah had asked party leaders to focus on about 120 winnable seats which party lost in 2014 elections and is aiming for more than 350 in the next general elections.

ITANAGAR, Aug 20: Arunachal Pradesh Bee & Honey Mission (ABHM) under the Aegis of Department of Agriculture celebrated the World Honey Day along with the rest of the world on August 19.
Previously known as Honey Bee Awareness Day, the World Honey Bee Day is celebrated on every third Saturday of August.
The concept of the World Honey Bee day is to bring together beekeepers, bee associations, as well as other interested groups to connect with the communities to advance beekeeping, and encourage bee associations, individuals, and other groups to get involved in bee rearing activities.
Speaking on the occasion, Mission Director (ABHM) T D Neeckom highlighted the activities of the ABHM since its inception and also elaborated the conceptualization of mission by Late Setong Sena, then Minister Agriculture.

She also studied at Netaji Subhas National Institute of Sports, Eastern Center Kolkata and served in Lakshmibai National Institute of Physical Education, one of best institutes in Asia in the field of Physical Education, for 5 Years.
She started her career as boxer and represented the state in many national level competitions.
She also had a chance to fights against World Champion M.C Mary Kom. Presently, she is working at Rajiv Gandhi University as Assistant Professor in the Department of Physical Education.

Railway accident on rise
Every time there is a train accident, the question of ‘safety’ in Indian railways
is expected to arise. The recent train accident in Uttar Pradesh near Muzaffarnagar
have again set off a debate on the issue of railway safety in our country. The conspiracy
theory of derailment by terrorist leading to accident is overshadowing the failures
of Indian railways. In the last three year several major rail accidents have killed
hundreds of people across India. The Times of India reported that 50% of train accidents
in most recent years have been because of derailments, of which 29% were brought
about by track defects. Against this background, it’s far-
Indian Railways currently utilise ICF (Integral Coach Factory) coaches for all of their trains barring a few exceptions. ICF coaches have a long history of squashing into each other, when crashes occur. The Indian railways need crucial measures, for example, ensuring independent and regular audits of railway safety and the changing of all the old ICF coaches to modern LHB (Link Holfmann Busch) coaches (which are currently used in the Rajdhani, Shatabdi and Duronto rakes) – as proposed by the Anil Kakodkar board in 2012. Out of the 106 proposals suggested by board, the railway ministry had acknowledged 69 recommendations and 19 others partially. Be that as it may, work has begun on just 22 of these proposals in the most recent five years. The board of trustees was constituted in 2012 and the suggestions were to be implemented in five years. This exposes the lack of intent on the part of the government to improve the rail safety. Also so far no concrete action has been taken against any officials for the negligence. Everyone will forget about accident after some days and then everything will be back to square one.

Rationalization of teachers
Dear Editor,
It has been rightly pointed out that recent rationalization of teachers was influenced by nepotism. In fact it was just eyewash. Govt. tried to show that she is very serious about education scenario of the state. But only few schools were targeted for rationalization. In rest of school/areas transfer was made randomly. Whereas government had stated earlier that transfer will be on the basis of length of service of teachers in the school.

Now public/parents are talking that actually government was never interested /serious in improving the condition of education sector of the state . Government was just seeking some excuse in the name of rationalization of teachers to target their opponent.
As government is not serous in rationalization of teachers , we appeal to student union like APPSU, Apatani Student Union (ASU) etc to raise issue with competent and concerned authority.

What’s happening?
Dear Editor,
Everybody knows that in Arunachal Pradesh crime seems to be increasing day by day. I want to ask all the cops of Arunachal Pradesh what’s going on. What’s happening? Many girls are too scared to walk alone on roadside. I am also one of them.
Because of fear of crime, we don’t feel safe at all especially, increasing crimes on girls.
Please provide freedom and security to all girls because every girl must have freedom to live unafraid.
So I request the concerned police authority to wake up from their long slumber and pull their socks up. Please increase night patrolling not only for heinous crimes but also common nuisance of gang of guys in every nook and corner having their good time.

Human resources has turned into liability

This refers to Dhurjati Mukherjee's article, "Rising unemployment" (Features, August 9, 2017). The employment to population ratio is a clear indicator of what is the general outcome of much hyped disinvestment policy that has become both UPA and NDA governments' talisman since 1991. While employment to population ratio was 58.6 per cent in 1994, it has, alarmingly, come down to 52.2 per cent in 2013. This lopsided liberalization policy has turned India's huge human resources into a liability.

Creation of Indigenous Faith and Cultural Affairs
Dear Editor,
Recent cabinet approval for creation of a Department of Indigenous Faith and Cultural Affairs has been well received by people of all communities and faiths. It will go a long way in preservation, promotion and protection of rich cultural heritages of the tribes of Arunachal Pradesh.
Pema Khandu led cabinet deserves applauses and special gratitude from the autochthons of the state whose indigenous beliefs, faiths, practices, customes and tastes and attitudes and outlooks latent in them since the primeval times are at the brink of disappearance.
However, the government need some serious thoughts over the functional structure and recruitment processes of the department and its cadres from the beginning itself or else the ideals underlying the noble objective of creating such organizational setups would be defeated owing policy defects. It should be marked by ability, long term vision and purpose keeping in mind the technical nature of the department and a state of as diverse as ours symbolized by plurality of its culture and vast heterogeneous tribal communities.
Culture, to be precise could be understood as a sense of ultimate values possessed by a particular society as expressed in its collective institutions, by its individual members in their dispositions, feelings, altitudes and manners as well as in significant forms which they give to material objects.
It shouldn't be confused with just songs, dramas and theatrical performance which
a particular department of the state and the commoners sought to assume and understand.

Religion and its beliefs, practices and faith in its wider sense is the very soul of culture and religion as the inner realisation of the highest truth and spiritual consciousness can never be opposed to culture. Again culture is learnt, its social, is shared, continuous and cumulative, consistent and integrated, dynamic and adaptive.
Significantly, culture is the treasury of knowledge as it provides all which is essential for physical, social and intellectual existence of man. And Language, which is considered as wheel of culture helps not only the transmission of knowledge from generation to generation but also its preservation, accumulation and diffusion.
All the indigenous faiths, beliefs, practices and goals found among the primitive religion and cultures of Arunachal tribes are conventional or customary in nature. They could play an important role in the development agenda of the state.
It would be, therefore more befitting and farsightedness if the mandate of this new department emphasizes on inclusive and long term policy and planning frameworks of preservation and conservation of all forms of art & culture through research, seminars, conference, symposium, workshops, festivals, discourses, exhibitions, production of dance, drama, music and performing arts and promotion of cultural and monumental heritage, arts letters, antiquities, artifacts and other creative endeavours.
And preferably only highly qualified and really deserving candidates with master’s degree in Anthropology, Sociology, Linguistics and Tribal Studies may be considered for absorption to the positions and cadres against sanctioned posts for the new department.
